Smog Check 2 requires a dynamo, and it is much stricter than current tests. Any modification to the engine, even if it actually improves the numbers, is not allowed. Altering the engine will get you labelled as a "gross polluter", a new nightmare category for the unsuspecting. There is no limit on how much you can be required to spend to bring your car into compliance. The rumors I hear claim that even well maintained cars are having trouble hitting the numbers. This law is going to cause a lot of hardship on the elderly who need a car to get around, and on the poor and young who often buy older, cheaper cars. They won't be able to license their cars, and the supply of older used cars will dry up. It is another case of bureaucracy indifferent to the problems they inflict on those powerless to fight back. It appears to be more social engineering to get us out of cars, to compel us to use public transportation. Keep an eye out for it. The air quality gestapo has wised up....they will be implementing Smog Check 2 piecemeal, so that the outrage won't be statewide.
