Both. Business has had its recession. It didn't show up in GDP cos GDP is focused on the consumer. The tech recovery will come from increased business spending. Don't get too excited tho cos although technically a recovery (as in better yr/yr comparisons for capital spending), it will not be making new highs.

Now the consumer recession starts due to high debt. There's your liquidity backlash.
