Reagan had enough panache to pull this off. Nixon kind of did. GWB isn't in their class as communicators. The game plan is: say little, eschew press conferences, control your environments very carefully and, most importantly, act presidential. Speak in generalities, allude to good vs. evil a lot and instead of tackling real problems, blame the Democrats or high taxation.

Perception matters more than reality.
