You pay in stages. Maybe 10% at start of construction, then after
major checkpoints are achieved. So the last payment wouldn't be this year. The ratio headquarters/labs (sq ft) would be of interest.
9/1 would be a bad sign.

Since the architect only prepares plans, maybe start of construction is contingent on THE DEAL being consumated.
