I understand where you're coming from, but the phrase "only take the drastic step of leaving the country when it is necessary to remain competitive" bothers me. Is Stanley a non-competitive firm? Says who? Why hasn't Black & Decker announced it's moving to Bermuda, too? Who determines whether a company can no longer compete?

In congressional hearings a year or two ago, suits from IBM argued that they needed to restructure the company's pension plan from a defined benefits plan to a cash balance plan (i.e., screw workers over age 50) so they could "remain competitive." My first question for the IBM suits is: "Define 'competitive.'"

I'm not convinced that the existing tax code for U.S. corporations is unfair. I would argue that U.S. companies already are on a competitive footing with Western European companies, based on the numbers I've seen. Can we produce widgets as cheap as they can in Brazil or China? No ... but that's where the word "quality" and the phrase "living wage" come into play.
