"The allegations Fabian made in his letter to Boxer in February matched details in internal Enron memos released last week by the Federal Energy Regulatory Commission."

Do you know how FERC obtained the memos? Was it through a request or a subpoena? Do they have the power to subpoena documents. Just wondering.
