Here's a challenge for you: how can a secret police force of a country be managed, without corruption? So how? I'm thinking take their funding away. OTOH there are always rogues in any bureau and just like in Enron and Anderson the dedicated people's reputation and jobs suffer when these people get loose and play loose in the world. None of the other CIA's of the world play nice, so will we hamstring ours and expect good morale? Not a simple proposition.
