scandisk and defrag run forever

Here's several things than can cause your problem.

It can be caused by MS Office Fast Find feature writing to the disk and causing scandisk to restart. To disable Fast Find: Go to Start / Settings / Task Bar Start Menu, next click on the Start Menu Programs then click on Advanced then open Programs / Startup, right click on the Fast Find and select delete from the drop down menu. If you do have Office installed get rid of the Office startup in the Startup folder as well. It's just a resource hog.

If you don't disable your Screen Saver then scandisk or defrag will restart whenever it kicks in. (to disable screen saver: right click on a blank spot of the desktop and left click on properties, in the screen saver tab note the screen saver you prefer then select None)

If you are using Win98 it's default setting is to "Rearrange Programs" it may improve performance but it takes way too long to finish, or it sets on 10% for a long time, disable it by going to the settings tab in defrag and uncheck Rearrange Programs and click OK. If defrag will still not finish or continues to restart you have a program that is reading from the drive (like a antivirus program) you have two choices:
1. Use Task Manager (Ctrl and Alt then tap the Del key once) to close all programs except Explorer and SysTray (SysTray-not really necessary but recommended by most) the defrag or scandisk should run to completion. I use a program called EndItAll to accomplish this with just a couple of clicks.
2. Restart the system in Safe Mode (press the F8 key about once per second at system power on until the get the boot menu use the arrow keys to select Safe Mode and Press enter.

Also if it gets to a point then goes back (for example it gets to 69% then drops back to 44% several times) this is normal and because it runs into a none moveable block and must rearrange programs to fit into the area available.
