The facts were known to both Clinton and Bush, and nothing changed in those facts, up to 9/11, except one thing: Bush was in the Chief Executive chair.
Oh, and one other thing: administration damage control is working overtime spending all its political capital to paint Clinton (or Hillary, and I suppose Socks is next) with the blame, to deflect it from the criminally incompetent and corrupt secret services that holds our government leadership hostage.. This ignores the vast ocean of cash flowing into these and other military services, for reasons, obviously, other than protecting Americans.
