3 p.m. is pro-hour.
At most brokerages, large orders must be entered before 2 p.m. to allow for the specialists to make their books.
The 3 o'clock trend usually shows how bullish/bearish the large funds are.

At 3.30, daytraders close their positions and take their profits. Trend may or may not reverse (rat-tail / fat-tail).
