It's also possible that the financing is being done in some form of a longterm lease arrangement with a development group rather than outright ownership by LGND. This arrangement would not require as much up-front $$$ from LGND. Someone might be able to obtain a sense of the ownership by tracking down any permits issued to date; this would require knowing the site of the building.
