I'll give these sources this much...

A. Somewhere down the line somebody knew something about the bombings. It's already obvious that some underlings had predicted the very scenario that happened.

B. Author Clancy placed the idea of Russia setting of bombs killing their own people to justify the start of a war in Red Storm Rising. My bet is that is just what happened in Chechnya.
