No, nuclear reduction is great, no question about it.
It could have, and should have, been done much sooner.
So, fine, do it now, don't make excuses, just do it. They want it, we want it, and we've been the only ones holding up the parade.
Clinton could have done it.
Bush Senior could have done it.

As far as "undertakings for cooperation in combatting terrorism"... I'm f rom Missouri.
I don't believe anything anyone says about "combatting terrorism", until I see some lack of terrorism. Call me crazy.
The only combatting terrorism that had any effect were the citizens of Flight 93.
