There are three factors at play here.

1) When and if an attack happens Bush and Cheney will say , "I told you so".

2) Bush, Cheney, and Ashcroft are trying to keep the country in a state of perpetual fear of the future. The more fear that is instilled into the general public the more leeway Ashcroft gets in trouncing our constitutional civil liberties.

3) By next Presidential election time he will try to convince the voters that only he is able to deter the terrorists.
