I don't think you have any idea about the extent of American/Russian nuclear arms reductions - or you choose to ignore them. Further, IMHO, we AREN'T "the only ones holding up the parade"; my understanding is that START II took 7 years for the Russian Duma to ratify. Your post was simply not correct.
The fact of the matter, is that START II was signed by President Bush (41) and President Yeltsin in 1993. President Clinton also tried to reduce the numbers of nuclear warheads, but the Russians did not ratify the START II Treaty till nearly the end of his Administration (April, 2000). |
