Tony was obviously speaking out of both sides of his mouth. As there are always willing victims, the same can be true for willing perpretators. It's a synergy that can work for awhile, as long as each profits. Then, when the game is revealed all hell breaks loose. I think Tony is a smart man..but the authorities were smarter, and the game ended with untold consequences...very sad.
