Tom the only reason he did that was so he could better utilize the greatest vote buying scheme ever conceived...using taxpayer dollars to buy peoples votes that wanted to have 15 kids out of wedlock and not work.

Now we have a generation that has learned that the government will reward them for being sorry and lazy and they raised another generation that says the world owes them a living.
