Asked at a news conference in Indian Kashmir if he thought war clouds were gathering, Vajpayee said: "I said something else as well, which you didn't repeat. I said 'the sky is clear'.

"But sometimes lightning can strike even when the sky is clear. I hope there will be no lightning."

As the nuclear-capable neighbors traded fire across their cease-fire line in the Himalayan region, the United States and its European allies said they were working behind the scenes to stop the two sides sliding closer to war.

"The message clearly to everyone is that it is a dangerous situation and that our hope and all of our efforts are aimed at encouraging them to lessen the tension along the border, both in Kashmir and elsewhere," Defense Secretary Donald Rumsfeld told reporters in Washington Wednesday.
