My take on the Enlightenment is that the smart guys figured this out because they were tired of wars. While they were at it, they decided to get rid of kings (who had glommed onto Divine Right even as they shoved the church off the throne).

My take on places like Waziristan is that they haven't even come into the feudal era, they are still at the tribal level. So they've got a few centuries to go.-ng-
