Right. First things Chinese government does is issue a visitor visa to an American 15th rate silver producer head and new TALKING head of the Silver Institute.

Then they--his governmental hosts-- open the silver production books and show him all the accounting entries.

Then they take him on a tour of all silver repositories.

And then they complete this open and friendly exchange program by inviting him to sit in on the next extraplenary Chinese Open Market Central Committee" meeting where national policy is soundly discussed in a open, candid and democratic manner.
