I suspect "Safe Harbor" protects CEO, CFO, etc

the most egregious yet brilliant maneuvers were Jeff Winnick
his Global Crossing was a pure boondoggle
it fooled me for a while
but early in 2001, I thought its debt would hurt it badly
I didnt expect bankruptcy though
in Feb-March 2001, I kept saying "DEBTS WILL BE FOCUS IN 2001"

as for prosecution, proving fraud by Lay, Skillings, et al will be extremely difficult
it must be proved to a jury beyond reasonable doubt
and motive, intention, what they knew must be proved
dunno if can be proved for indictment and conviction
