but Iraq and al Qaeda are different things (despite what one often hears), so I don't think that one can read impotence re the latter off the debate over the former... Inside the polished hallways of Washington maybe not, but in the streets and the souks of the Mideast, you can bet your bottom dollar that's just how they are going to read it.
