Maybe the reason Catholic countries developed later was stricter enforcement of laws against paying interest.

It certainly had an influence. One reason that the Lombards developed into the major bankers of medieval Italy is that they were originally Arrians.

And the Jews never had strict usury laws, and developed their own hawala system.
