I have no doubt who would have gotten the blame if this had happened on Clinton's watch.

Especially if it had been Clinton's dad running the CIA while CIA operatives were arming bin Laden and training his troups in counterterrorism (as well as arming, funding, and training Manuel Noriega, Saddam Hussein, and their buddies). Especially if the ONLY party to benefit from the terrorist attack had been Clinton's backers. Follow the money.
