Ummmmmmmmmm because most businesses don't need to buy Sun Workstations every year or upgrade their Java software every year ?

The same goes for many other tech names.

Tech is verrrry cyclical. It always has been. It takes a few years for enough tech innovations to occur for vice-president level people to decide its worth it to make more purchases than normal.

For example -- who really needs more than a 266 Mhz PC with 256MB RAM at their desk to do word processing or send e-mails ? What work group needs more than a 100 Mbps switched LAN to share files and send attachments ?

However -- the rest of the economy -- you know -- factories and stores, lol -- is most likely benefiting from outrageously low interest rates.
