Not quite true. There was a big silver excess after 1980.

Lots of mines came on stream after the price boom of the late 70's and produced a silver excess for 10-12 years. The official PAAS site has a nice chart of this. It's a normal adjunct of a boom and bust cycle. Takes a few years for a mine to get going, and then it produces more silver at lower prices to survive.

All that works in reverse at the other end of the cycle.
