The key word is "perhaps". He is not asserting it as evidentiary fact but rather a factor to consider when ruling on the bail issue.

The key word might have been "perhaps"; however, the prosecutor went on to directly accuse A., by stating:

Instead of trying to report it, he tried to profit from it."


That is a direct accusation of the most grave possible kind during wartime. The prosecutor had better be able to prove it. Whatever A. has done, I, and I hope I am not alone, will not condone prosecutors throwing out reckless charges without proof, charges and innuendo designed to bias the proceedings against a defendant. Unless proven, the charge, and the ensuing media coverage of it, is nothing less than absolutely outrageous.
