Does Interactive brokers have any way to execute trades besides TWS

Yes. IB does have a trade desk that will place orders for you. There is (or at least was) a charge for broker assisted trades. If there is a major system failure, it probably won't do you any good because either it will take a very long time to get through, or they wont be able to place an order for you either. Always best to have some alternative way to offset your IB positions.

On the plus side, I've been with IB for 2 1/2 years and have never needed them to place a trade for me.
