Wrong. Tenet met with Clinton on many occasions in NSC meetings, with others present.

His whining was about not getting one-on-one meetings so he could better push the CIA agenda. He's an arrogant one anyway, and should have been fired long ago. And still should be for unmitigated failures and excuses.

Whether that was a cause or result is a different question.
