Terry, I agree that Dubya didn't know in advance any specifics and I also know that 400 reports a day comes in of suspicious activity. The failure is at the FBI and CIA and NSA. But Bush is taking the position that, like the screwup at the INS, that he's going to find out where the problem is. Well, he's 15 months as the ultimate boss of these agencies. He's been playing hot potato with that buck the whole time.
