The authorities have been competent, and, in any case, the phrase refers to those trained an equipped to deal with the problem.

All we have are various independent poll accounts, which have consistently showed a high level of support for he Administration. High poll numbers help the Administration politically, and one hopes that they will translate into electoral victory and other expressions of support.

All wars are government wars, in the age of mechanized, high tech warfare. Even draftees are trained before being sent into battle, and only those who are fit are accepted. The main thing for the general populace to do is maintain morale, go about its business, cooperate when asked, and not provide fodder for the Administrations enemies......
