I agree, anything is possible, memory, HTT, core clock, performance bugs, etc., anything could be slightly off. However, "BIOS conservativity" is usually due to real bugs, not just to be on the safe side. But at the end it does not matter - the fact seems to be confirmed that the current platform does not perform to expectations, and this time it is not rushed by some public event deadline. Which is bad.
