When did the Democrats turn into fiscal conservatives, and the Republicans into fiscal liberals?

On 9/11 (and Bush):

Absolutely not to dismiss the tragedy of 9/11, but was it a one time (fabulously successful terrorist) event, or was it something that changes everything, forever? Was it an event that may never be repeated, or may be repeated once, or twice, or something that will become routine? Do we continue to sacrifice our civil liberties and privacy laws, do we ruin the peacetime economy that both Democrat and Republican administrations have struggled for, because of 9/11? Whats the realistic, non-emotional, detached bottom line response to 9/11?

The Brooklyn Bridge is still there, as is the Statue of Liberty, and all the pre-Memorial day apartment complexes. Anyone that was paying attention in the early 70's remembers terrorists that were much more successful on a frequency basis, if not a scale basis, than the 9/11 assholes. We are less than 4 months away from the 9/11 anniversary, sure to be a time of many terrorist warnings and huge emotion by and for the victims. Do folks choose that as a time to put this behind them, or a time to increase the angst?
