Effectively, I guess you can argue that they were. EV7 and PA-8800 are still on the HPQ roadmap, but if you were them (in this tough environment), and you were more committed to Itanium, would you keep funding levels high on the "other" projects? I suspect that EV7 and PA-8800, if they haven't been cancelled yet, are moving at a slow pace due to lack of resources. Just a guess, though, I could be wrong.

That depends. What do you mean by "prime time"? I think we'll see HPQ include Itanium in all their high end product lines. IBM will, too, but maybe less enthusiastically. Dell will stick to the mainstream servers, 4-way and 8-way. And tier-2 OEMs will vary in support. The transition will probably be slow, probably 2-3 years before the majority of product lines actually transition, so until then, since these markets are small (volume wise) to begin with, I don't expect Itanium to sell like Xeon. If you were expecting more, then maybe you'll be disappointed (or happy, I don't know).
