It is pretty obvious that he was funneling his funds outside of the US. He had gold coins, cash, and a loose diamond - common items for people who know they may need to make a mad dash.

Tony is arrogant. He thinks he is above the law. He knew he was under Grand Jury investigation but yet continued the scheme. I think he thought he still had time but was getting prepared to flee.
