I like the casual use of the word "Hurdle". Makes it sound like an irritating bump in the road, rather than part of the Constitution protection of our liberty.

"New Surveillance Rules Remove Evidence Hurdle "

If there were some monitor of the monitors, or trust in those bypassing such protections, it might be different. But this secretive administration admits to no such concerns.

But the part that is most humorous:

"it is very difficult to find out what they're up to," said one senior law enforcement official...........

That's the lie being distributed to protect the other lies emerging from the memos and testimony.
Otherwise it is difficult to reconcile the surveillance of OBL they've had for years, with the withdrawal of FBI tracking after Junior came to power.
Even tho' they knew what he had for breakfast and monitored calls to his mother, it now has to be because "it's difficult to find out what they're up to".
