Intelligence gathering takes information from a broad array of sources, sifts through, and analyses it. With rules like those that have been rescinded, we did not have a domestic intelligence capacity, because you do not compartmentalize that much, or treat intelligence investigations as you would criminal investigations. Keeping tabs on a few flagged individuals or groups doesn't cut it......
