It was not the rules, it was the direction. When Ashcroft changed to priorities to fight AIDs patients trying to relieve their nausia, and Mueller changed targets so not to insult or interfere with the many Bin Laden brothers who were partnered with Poppy, then the FBI let security slip through it's fingers.

The lack of intelligence was in the White House.
