That's artificial logic. If "inheriting the mess" logic works, you'll have to grant Clinton that too. Unfortunately, in this case, this administration is writing hundreds of billions in hot checks, and calling it "prosperity", which Clinton didn't do, but let the private sector do it. This "paper tiger" in the previous administration didn't draw the worst disaster this country has ever seen. If Russia destroys warheads, that will be progress. I'll wait to see that. Just warehousing them is progress, but not much. "Serious progress" dealing with terrorism - I'll wait to see results. So far we have seen the reverse, increasing lack of security domestically and internationally, including the upcoming possibility of a nuclear exchange. All in all, it is a vastly more dangerous and much less prosperous world than two years ago.
