Claiming that Oracle "overcharges" anyone is a reach. Oracle has a list price for every software package they sell. Nobody, not even the State of California, pays list price. In fact, the only way to pay list price is to order the software over the internet via the Oracle Store. If you call up a sales rep, you immediately get the "standard discount", which runs about 20%.

What is a fair price for software anyway? If you use list price as your barometer, then Oracle certainly didn't overcharge California. If you pay sticker price for a new car were you overcharged? How about the dealers who will only sell the car with expensive dealer-installed options (when we bought a minivan 2 years ago, one local dealer only sold them with $3000 leather seats!), are they overcharging? Five bucks for a bag of popcorn at the movies? You know they're overcharging.

The bottom line is that if a customer is willing to pay, it's probably a fair price.
