I'd agree with that if you would delete the phrase, 'which the intel services can facilitate'. That's not an appropriate role for the intel services. That pulls them into a domestic political role rather than keeping them as a technical services organization.
What I deplore are the abuses and control by the leadership military and executive branch that remove it from all accountability, violate the law and subvert American ideals.
I certainly agree there. That's at least one of the reasons why there was legislation to require the release of Presidential papers. This Administration hasn't seen fit to honor that legislation and the Congress hasn't seen fit to follow it up.
JFK was right, they need to be dismantled, repointed to research, and ops left in the Pentagon where it belongs.
Maybe in 1962, JFK was right. I don't think he would be right in 2002. The role of the Intelligence agencies has dramatically changed since 1962. Their role has changed to include non-military collection activities. It's a technical service provided to the government at large.
