Clinton was a weak president (he never achieved an electoral majority, and the other party controlled the Congress). Gore would have been a weak president installed under controversial circumstances. And the plot had been going since about '98. It had nothing specifically to do with Bush.

The fact is, we cannot afford to be complacent, or assume that there will be no further attempts to wreak havoc on our soil. That would be true whether we retaliated or not. But it is better not to accept outrages with impunity, and to seek to destroy the enemies sanctuary and means to war upon us.

The current build- down is a first round. Clinton did not even achieve this much.
