MSI, No, it goes back at least as far as WW2. Warehouses of electric typewriters were found on south sea islands that had no electricity. Tongue depressors filling an entire DC3, was sent to front line combat troops. All sorts of similar things happened that cost the military millions of dollars unnecessarily. Manufacturers that worked on war materiale, were paid on a cost plus 10% basis. Right away, any sensible person can see how the costs would be inflated, adding to the dollars in the 10% profit. Government inspectors were supposed to keep a lid on prices, but for a few bucks, they looked the other way. The quality control government inspectors were just as greedy, and our troops, quite often, received defective, or improper, materiale.

Looks like you are trying to put this problem at the door steps of Reagan, Bush 41, and Bush 43, but don't go there. You would be ridiculously wrong.
