I grew up in Illinois in that era. The Daley machines manipulation was balanced against Nixon/GOP irregularities downstate, so there was a gentleman's agreement that neither candidate would investigate or raise much of a media fuss. According to a couple of different sources I have back there. Remember, it's only hearsay. But it does have the ring of truth.
BTW, one of the favorite tactics of the GOP is to use their natural allies, nursing home owners, to come up with some pliant, not to say coherent, voters to go along with management, so to speak. This is particularly effective in Oregon, with our mail-in ballots, where the nursing home staff can "assist" the, shall we say, less than informed elderly on how to vote and how to get the ballots mailed in.
