Many on the left said the Soviet Union was a failing model, regardless. Many on the right said so too. The military expense was window dressing. The Soviets could do nothing to threaten the US even without further US expense.

The stated problem is the unlimited number of available suicide bombers among the millions of extremists. These are not tied to just one org, or country. This cannot be corrected by even unlimited military response. In fact, unlimited response would bring unlimited suiciders.

"In the future, Muslims will turn away from fanatics like Osama Bin Laden, and turn toward a future with the United States ..."
An article of faith, but it is a belief I share, that it is inevitable the undeveloped countries and cultures will trade and cooperate peacefully with the developed world.
If we are careless with counterattacks we can postpone this cooperation for decades maybe, with disasterous results, tho' If OTOH a measured response and restraint is perceived from the US, that carries greater moral weight than any number of B-52s. Fanatics find it more difficult to defeat moral authority than cruise missiles.
