Florida intangible tax...basically a tax on your assets, stocks, bonds, mutual funds, accounts receivable, notes...etc...there are exclusions...but common stock is not excluded. The rate was as high as 2%. It's less now but they finagled the minimums to compensate somewhat.

Neither...they wanted to exempt the pent up profits in peoples homes. Why? Well, Congressional members wanted to cash out, funny how a Congressional term is 2 years and the limitations for living in a house are 2 years, The real estate lobby is very powerful as well...
So people stayed in stocks and got slaughtered because they didn't want to pay the taxes while RE has now become a flipping free for all, likely resulting in another bubble.

The government has always encouraged home ownership through tax breaks...mortgage interest rate deduction for one but this has been a double edge sword as tax breaks nearly always increase inflation.
