The X represents the length of the hairs in the hat. The longer the hair the nicer the hat.

Yes, there is a 3X, I've seen them up to 10X which are very nice looking.

You would have to find a very specialized hat store to find a steamer. Old timers did it with a kettle on the stove. I can remember when there were shops that did cleaning and blocking (shaping) of hats but I haven't seen one in years.
