I think they are deliberately deceiving to hide the bad state of the economy.

If the consumer realised just how bad the economic prospects are, they would go on the defensive, making matters worse. So there is some justification for the deception.

We have had a few years of massive bubble and misallocation of resources. That will take time to heal. In the meantime there will be many more bankruptcies before supply and demand find a healthy equilibrium.
