It's more than that. Almost all issues that can be voted on directly affect very few people, but those people are affected intensely. But the decisions will be the result of 50.1% of voters making virtually completely uninformed decisions based on whim at best, or widespread lies at worst. There will always be a good chance of collecting majority support for such policies as hanging red-headed male citizens born in states starting with the letter M.
