"understanding how our laws foster and reward it."..My understanding, however meager it might be..is that the LAWS (in the main) do not foster or reward the current and past institutionalized raping of the common investor. My understanding of the present and past state of affairs is that the LAWS and REGULATIONS prohibit most of those activities, but that the COURTS, SEC, and SELF-REGULATING..(ha ha) BODIES, turn a blind eye, or at best, give a a wink and a nod toward the major players and their minions. They are lenient in chastising the institutions, in relative 'terms'. They occasionally beat up the small guys in disproportionate measure, as an example of how tough they are.
This is, of course, a simplistic view.
